Foreign Office, June 19, 1907.
Sir Edward Grey to Sir J. Jordan.
CHINA-JAPAN Railway Agreement.
Your telegram No. 68 of the 26th April. British and Chinese Corporation still insist that their own rights, and those of bondholders, have been infringed, and request that you should in any case consult Kinder before acting on last paragraph of your telegram; he may be able to suggest some modification of compromise proposed by Bland, which will insure more effective safeguarding of their interests.
You should do this, and then endeavour to arrive at satisfactory arrangement in communication with Chinese authorities and Japanese Minister.
I am forwarding correspondence by next bag, but if you consider interests of Corporation or of Northern Railways will be prejudiced by delay, you may take immediate action on above.
